Guadalupe joined Bayou City Waterkeeper in June 2024 as the Policy and Partnerships Manager, where she develops and advocates for water policies to further justice, health and safety across the Lower Galveston Bay watershed. Living within a mile of the Port of Houston, she understands firsthand the importance of protecting our waterways. Guadalupe has extensive experience working on individual, systemic, and social change. At Connective, she developed community-centered programs to ensure they were accessible to those who need them the most. As the Director of Children’s Immigration at Children At Risk, she led federal and state advocacy for immigrant children and families. At Tahirih Justice Center, Guadalupe’s impact spanned both direct advocacy and policy development. Guadalupe co-chairs the Southern Regional Workgroup of the Water Equity & Climate Resilience Caucus and is a member of the Texas Living Waters Project. Guadalupe is a faculty member with Praxis International where she mentors domestic violence programs across the country in strengthening their advocacy to end all forms of gender-based violence. Guadalupe is the proud daughter of immigrants and a first-generation college graduate from Georgetown University.
